[1.09o] Influence not showing correctly

Just started a new game and didn't see any Borders - also they seem to be there because i can build ressources a few tiles away from my City.

Restarting and reloading the game showed the Borders opticaly as would be expected from scratch.

In cloth map and with intelligent player-colors it seems to work allright with the default I can confirm this bug.
