Confusion about horses and Wraith race

So I have started a game as the Wraith race, and I've upgraded my military so that i can design units that are mounted on horseback.  It requires a horse resource to make them, so I found a tile with "wild horses" on it.

 

I built a settlement near it, and it says my faction cannot get the resource.  So I guess my confusion is two-fold

A.)  What type of tile do I need to get horses as a wraith?  And also

B.)  Why is the first upgrade for military equipment giving me horses, but I can't mine the horses to get them?

Empire Factions cannot use Wild Horse resource tiles. They can only claim Warg Pack resource tiles.

It may be different now, but last I recall Empire gets Warg-riding for free, no research required. Humans have to research Mounted Warfare. That you can research mounted warfare in the Empire Tech Tree seems like a bug or a legacy piece that hasn't been removed yet.

it's pointless i know. and inconsistent as sovs can buy both.

I kinda like that, makes my champions/Sovereign feel special riding around of awesome wolves (black for sovereign and family, white for others) while the rest are stuck with boring horses :P

just tried it. right you are. i won't use the happy smiley because i think it looks sort of creepy.

seems a bit silly not to let me use them myself then doesn't it? unless this is an unintended feature.

I suspect it is an unintended feature because doing the same thing you can get a city that can produce demons as a kingdom race, or any other monster unit unique to empires.

They need to make buildings you do not meet the prerequisites for not function and/or allow of "equivalant buildings" to be defined and it will switch over to one you can build (this is  only for things like houses and other normal buildings).
