Captured neutral city problem

I've defeated one of the minor factions and captured their city. It will not grow beyond level one, no matter the population. I think it's got to do with neutral cities being prohibited from growing, and when a player captures one this flag is not deactivated.

neutral cities don't grow beyond level 1, it's by design.

Yes. But once you capture a neutral city, shouldn't you be allowed to develop it? It feels like an oversight to me.

Build a real city near it instead. The neutral cities are only outpost, so treat them as such, or if you read my other thread on suburbs, just treat it is a free suburb and build the city-center nearby.

It's the way it was designed. The only real reason to take a neutral city is to access the ogre camp nearby.

or for the kingdom factions its the dragon like humanoids (think they are called drath)..  if they have ogre camp and you kingdoms you cant use them so raze city and build own if you want more then a lvl 1 city (which i am sure most do :grin: )

Actually I mainly use them for the free 1 crystal per turn. It is one of only a few ways to get crystal early
