City building

I've created a city and then encountered a mine not far away. So I just though I would construct the buildings in its direction, so that when I got there I would be able to explore the mine.

When I choose what I want to build, I can see where can I do it, thanks to the green squares. But after placing a building, I was not able to place another further in that direction. I thought I could build in any adjacent square to the city, but sometimes some squares aren't available (but become available later).

 

So, what's the logic behind this feature?

Did you wait for your building to finish before trying to build on a tile adjacent to it?  You cannot build next to an improvement that is under construction, the improvement needs to be finished first.

I think one reason is that there is a hidden quest location or giver, and this prevents building. But I'm not certain, but completing a quest in 2a fixed it for me. I think it is a workaround to stop quests being triggered before they should, but I hope they fix it for the final build.

I must ask. Is there any particular purpose to the way city building works?

 

I do enjoy the aesthetic side to it that it allows you to customize cities somewhat and prevents them from all being mirror images.

 

Is there any strategic value to how you place certain buildings?
