Why not make normal soldiers weapons and armor trade able with your heros?  This way you can create new armor and weapons for them to yield and just build a soldier and take his gear off him.

 

You can still have the weapons you attain from quests and whatnot be more powerful than the normal weapons you can create.

If I'm understanding what you're saying you'd like soldiers to be able to trade equipment with heroes?  I think the problem with that is a hero is only one person while a "soldier" unit may be made up of a dozen individuals.

Without the tactical view i was unaware that this was the case.  I guess my next suggestion would be it would be nice if we could create weapons or armor for our heros, which belongs in another post.
