OK... let's say you do have someone helping the judging...whatever....and you've gotten the artists to submit all the work they've done on this project of yours, and The Grand Prize is......

Psssst...The posting on the original sites could be (and is, daily) done on the sites anyway without you being the middleman, and who says they'll pass Moderation?

And here I was thinking April 1st had come and gone. 
I wonder what will really happen to those images.
Hmmmmmm, if those Digital Airbrush Artists are your acquaintances already, why don't you just ask them to do your design instead of looking to get a free design made from people you don't even know? Seems a bit odd to me. 
And again, what is the prize for the best art?
I personally get no thrill from the idea that you might put my digital art on your car, how does that inspire me?
Contests need a prize [otherwise it's called "working for nothing"]...

In the title what is the most important word ? art, contest (if so what is the prize for the winner, the quid pro quo ?) or can that be split into 2 to leave con and test ? Answers please.

So you want the .psd not a jpeg image? Very strange request... 
I would rather be happy if your contest was about a "dream" on a customized car....would look cool indeed...as such there's no prize on it

Relinquishing your psd is equivalent to relinguishing rights/ownership of your work.
I certainly would not release a psd.... not without tacit contractual agreement....and payment.
uhmm, dude ... the bunch of money u gonna spend to paint your hyundai 03, wasnt better announcing 50 bucks for the selected artist with a bit of appreciation ???
