is there anything you can do to boost relations in this scenario?

I had an AI that i befriended in a game. i loaded up on the envoys, did lots of diplomatic research. formed several pacts with him.... dumb AI didnt acquire more than 4 planets. my intention was to see what effect my "ultimate pact" had on my combat abilities as advent.

now as i understand it, there is a cap of +1.5 to relations per planet. so him having 4 planets, if i understand this correctly, the maximum relations would be 16? (which i dont think is enough). is there anything else that can be done to boost relations at that point? or does the AI have to expand?

i also get confused as to what i can and cannot do if, say, my relations with them are 14, but their relations with me are 7? is there anything i can do to improve their relations with me?

Go clear planets near them, and then tell them to attack or defend the planet you just cleared - hopefully they will colonize it?

Giving them resources will give you a maximum of +3 boost with the right research, though this does deteriorate slowly over time. Doing missions will also keep you at the maximum of +3 (I think...). Likewise, keeping your military force strong will stop that negative modifier from affecting your relationships too much.

But yeah, they'll need more planets for you to sustainably increase your relations.
