Fences not doing vertical fencing

I am trying to make fences along the sides of my screan I just want it to be one icon width and maybe 3-5 long down.  well when I set the size of my fences it makes them 2 width and if I sreenk the size it still has one row hidden that will not drop down.  I have enclosed a couple of screen shots the first is the icons http://i481.photobucket.com/albums/rr177/jenkins_tia/ScreenHunter_01Dec201212.jpg I have in the fence the second is the same icons same fence resized http://i481.photobucket.com/albums/rr177/jenkins_tia/ScreenHunter_02Dec201213.jpg  to where it should have droped all of them down but as you see 2 are missing they are still up any ideas

Im gonna bump this old post, cause I'm having the same issue. I want to make a couple of fences one row wide going down the length of the screen. However, Fences won't go any smaller than two rows. Is there a fix for this? If not, why?

Have you changed the size of your desktop icons?  Try right clicking on the desktop and under 'View', select 'Medium icons'.
