Fences on multiple monitors Windows 7

I am having a bit of issue, I have a laptop , widescreen where I attach external(leaving on the laptop screen) and also a USB screen for 3 monitors.

 

each time I activate the extra monitors 2 things happen with fences.

 

1) Windows explorer restart. 

2) fences reconfigure and move to the new monitor screen.

 

the first one may well be the USB, but the second is fences... is there anything I can do to stop this behavior?

Were the Fences that move to the other screen setup on that screen initially?  Also, when the extra monitors are attached, is the primary still the screen attached to the laptop?
