Problems with Dialog Windows

I am having various video issues with GC2.  Text and other Gui boxes are not rendered, overlayed incorrectly or missing information.  A sample is visible on the address below.  I run a Fujitsu 5010 with XP.

UPDATE

I have uinstalled and reinstalled galciv to no avail.  It seems worse with hardware T&L button deselected (however it is almost equally unplayable late game).   Here is another problem picture from DA where the menu disappears.  It will do this without fail if I have my cursor over the turn button.
