Starbase ability upgrades?

I'm very confused on the starbase abilities like resupply, mass disorientation, meteor storm, debris vortex, and frontal deflector.  All of these have a second upgrade level but it seems that most of them do not actually get an upgrade but just more antimatter.  Which abilities actually get a performance increase when researched to the 2nd level?  Does resupply 2 actually work better or can i just cast it more with the increased antimatter? 

I really wish the description explained what i'm getting out of a 2nd tier research for these starbase abilities.

Yeah that would be nice.  Maybe someone will dig through the entity files.  Were they released yet?

I can do the dig later tonight, I don't remember all of them off the top of my head. The only one I know for sure is the Orkulus Deflector Shield goes from 100% to 200%. Meteor Storm is supposed to go from 500 to 750, but it stays 500.

what exactly is a 200% damage reduction anyway? i would have thought it stopped at 100%.
