Uninstall it. Then reboot and try to reinstall it. If the same thing happens again, uninstall and try to read this:
https://www.stardock.com/products/windowblinds/help/default.htm
If you can't get to the Windowblinds configuration window (should open after installation), open a ticket at stardock support.
Also, can you copy your system info from the Windowblinds configuration window?
Did you purchase WB or where did you get cour copy? Did you use Impulse to download it?
uninstall > reboot > disable WIndows defender and any other security apps > reinstall > reboot
Also, did you install from the standalone or through Impulse? If through Impulse, try verifying the install by right clicking on the WB entry in Impulse and selecting "Verify Installiation"
There was another thread about this issue either here in WinCustomize or the Impulsedriven forums.
I've been having the same issue only with this latest WB 6.4. Sometimes it'll load at boot sometimes not.
It has been installed, uninstalled, reinstalled. I thought all was well after an install via Impulse last night but the next day it just wouldn't load.
The pointer to the WB help page doesn't address the issue but I wonder is it possible to add wbload to one of the startup areas? I've noticed over the past few releases that WB no longer shows up anywhere in Startup Control Panel's four tabs (HKCU/Run, HKLM/Run, Startup User, Startup common) which means it starts up from some place not easily accessible to me. I'd like to be able to force it to load to see if it fixes the problem.
Since WB 6.4 other issues are cropping up with ugly bold fonts (a result of being given a strange but not the normal Windows Classic theme [fixed]) and menus reverting to XP-style white instead of skin-defined menus/colors I've always had, etc etc. This last one has me puzzled. My browser, SlimBrowser, is now using XP-style white menus. It has always used system/skin-defined colors going back to Win98. After today though the menus are white. I'll be working on that one for awhile.
I may have to revert to one of the archived versions for testing purposes just to confirm if it's a 6.4 problem or not.

Do this, do that, do the the other! Try this, try that, try the other! This is Shotgun throble shooting, Can someone please explane exaxtly why this error occurs and what is happing to trigger it.
Well, glad you asked for help, and that we tried to help you.
You never bothered to answer that.
Why don't you just open a ticket with Stardock support: support@stardock.com.
There are literally thousands upon thousands of different possible hardware configurations out there. On top of that, there are millions of different possible software configurations.
What causes a problem with one system may not effect any other system on the planet. Once a problem is identified, the developers do what they can to address it.
When you consider the number of installations that Stardock has vs. the number of issues you would see that it is a very small percentage of users having problems. BUT Stardock WILL work with you to get it right on YOUR system.
Ultimately, if we could, we would just give the answer, but we really don't have a difinitive one. Another thing that will commonly present this issue is not having the WindowBlinds service installed correctly, which running the below file (right click and run as admin on Vista) will often resolve:
