Alliances with ascension crystals?

Hey, I'm wondering about Alliances when you have ascension crystals. I have the techs needed, the AI has the techs, and I have the right relations with some AI, but I still can't make an alliance. Is this because of the crystal, or is this a bug?

In TA for the first time I noticed instances where I had close relations; the AI and I both had the alliance tech and yet an alliance was not yet possible.
I've heard that 'close relations' is a requirement but not enough to be able to form an alliance, perhaps you're in the same case now?
Or indeed the AI doesn't want to ally because it expects to win through Ascension.

Maybe there's something listed in the window that goes:

+Long relationship
+Haven't annihilated us yet
-Killed my father, prepare to die

...that might indicate why they don't like you?
