WinCostomize Browser Not Allowing Dl'ds

"Failed Download" message when trying to dl

HI.    This issue has come and gone for me several times.  When trying to download say, an icon set, I receive a "Failed Download" message.   After the last WC browser update, I thought the problem was resolved as I did  not have any fiurther problems with it for about threee days.  Currently I am back to receiving all "Failed" messages.   Hoping for some help.

have you cleared IE's and other browsers cache and cookies?
