[Bug?] Can't Kill Visari

I was playing a 3 player free for all versus 2 easy AIs on the only the map that allows 3 players (1 star, 19 planets, the map says something about centrifugal forces).  I kill the Advent first while in an alliance with the Visari.  Game says I win and ask if I wish to keep playing.  I say yes, and immediately the Visari break their alliance with me.  Fast forward, I take Visari's last planet.  They are still alive.  I take their 2 remaining astroids, and they are STILL alive, putting bounty on my head (that's about the only thing they do).  I put a bounty on their head, and the pirates never launch (I park my fleet right outside the only phase lane out of the pirate cove).  I kill the pirates, and the Visari are STILL alive.  I can still talk to them, propose cease fire, etc. etc.  I have all planets explored and built on, and there are no remaining Visari structures in the system.  Is this a bug?  Is there somewhere I can upload the save game file for SD to take a look?

I am using the latest version -- retail box and downloaded the latest patch (which caused my old save games to be "invalid" -- was that suppose to happen?).

You need to kill any colony ships they have too. Right now they are in BSG mode.

I'm new to the game, so pardon the dumb question. Is there any reason why I might not be seeing the ship? Does Visari have cloaking device, or do ion/plasma storm obscure ships? I have built structures in every single field, and when I zoom in I do not see any Visari ships. The empire bar on the left also doesn't show any ships. Do I have to send ships into un-colonizable fields to actually see the rogue ship? Thanks in advance for helping out a newbie.

you already won the game and decided to continue, its not gonna give you the victory screen a second time, since it considers you the winner once you won already.

indeed, after you win, you are stuck in a "win" position, as are your allies at the time
therefore, the AI can't lose (and thus be eliminated) because they have already won
ive come across this before in my games, and it is more or less a way of saying "Game over, you win, but you can keep playing even though there is no point if you want to."

Thanks. This is extremely helpful, though it is a bizarre result (and I don't recall GalCiv2 having this problem), especially given that it was the AI that broke all alliances immediately after the win screen.
