Surrendering to salvery

Anyone else notice this? Any time I play a game toward the end of every "minor" (crippled major civilization) civilization seems to surrender to the Dergin Empire. It doesn’t seem to matter what is happening in the game the second they want to surrender they do to the Dergins.

Aye, the surrender choices don't seem right at the moment. I went the path of Good and the 5 races who had surrendered in the game all went to non good races (Dregin, Yor and Terran).
