File Managment Programs - Advice Please

HI,
I am looking to update the Galactic Core Mods site after it suffered a terminal oopsie. To this end i was wondering if any of you know any good File management programs i can use to catelog the files and allow users to download them.
I am aware i can do this with programs like phpbb but dont require the forum side of that so i need your advice on good programs that will do this for me.
