Total Majesty,bc's,Xeno dominate will rule out almost all of the time. Any coments? If I could add one other thing it would be very advanced espionage.

I think espionage should be a "way to win" so to speak. It should be a product of your economy and technology, if your wondering what I mean go check my ideas in those sepcific threads about espionage.

I think he meant that the affromentioned tecjnologies will almost always garentee (sp?) a diplomatic/cultural victory.
