Minor races can have starbases now? 1.6 final

I just started a game after loading the DA 1.6 final release, and first contact was made with the Jessuins. But they took the Influence Resource I had a constructor headed for and built a starbase on it. Is this supposed to happen now?

Minors have always been able to build starbases, though I don't recall if I've ever seen them build one on a resource before.

Thanks Kryo, I'd never seen the minors build starbases before, but figured maybe I'd missed it somewhere since I've been away from forums for a few months. Lesson learned: Visit the site more.

BELIEVE IT OR NOT. The jessiuns(maybe mispelled) invaded and conquered an undefended planet of mine. Personally I thought that was cool. Has that ever happened before?

Well, in the DA builds I've been playing for quite awhile (sorry I can't be more specific), the minors will definitely take resources. That's nothing new at all. It's been a couple of months now that I've dealt with that fact.

I personally like it.

I only have DL, but I always see minors building starbases of all types.
I very seldom see them build military bases; but econ, influence and resource bases all the time.

It's pretty cool, and it adds to the mix knowing you have to compete with the minor races for prime real estate along with the majors. I used to think of the minors as just possible trading partners and targets for attack.
