Edit: Just noticed that moving the software mouse causes everything to freeze, the Stardock opening movie, animations, music, everything. Even in windowed mode, and in both DL and DA.

If you turn off point sprites and restart GalCiv2, does the software cursor work better?
Do either of you have anything running in the background like Outlook or an instant messenger program, or a media player? If you restart your computer and shut down all non-essential programs in your system tray, does the problem still persist? (A good way to check this is to run msconfig and choose run in diagnostic mode before you reboot. Once you're done testing this, you can run msconfig again to make it start up normally again.)

Nope, there is no change. Also, nothing in the tray, only 14 essential services active + explorer + the game make for a total of 16 running processes.

Another interesting thing I noticed, if I press the Alt key, the software mouse works fine, but only for that specific tab in the options menu. Have to hit Alt again if I click on another tab. Also, pressing Alt freezes the animation on the title screen, but the software mouse then moves fine, at least on that screen. Clicking anything brings back the funky behavior.

Interesting. That usually allows the Intel cards to run in hardware vp mode. If you go to My Documents\My Games\GC2DarkAvatar and open Prefs.ini, are these two values set under [Video]
In your prefs.ini file (My Documents\My Games\GalCiv2), add these lines under Video if they're not already there:
NoPointSprites=1
GfxForceNoPointSprites=1
If either is missing you can add it, and if either is unset, you can change it to 1.

That option doesn't actually do anything. We had to take it out before GalCiv2 released but we never removed the option from the prefs.ini.
DirectX must be automatically switching to sw vp mode, because I believe that the only thing we check for explicitly is the point sprites processing.
I'll see if we can find a testbox here that can reproduce the flickering.
