Economic treaties?

Are they broken?

I can't ever seem to get anybody to give me an economic treaty?!?

Even when my economy is much stronger than theirs (and thus my 10% is worth a lot more than their 10%) and they like me, they won't even consider it.

Just to see what would happen, I offered my economic treaty (which was worth 2-3x anybody else's) and like 8-10 good techs, and they STILL would not accept it?

What's up with this? I don't have this problem with research treaties?

A number of possibilities.

1) You're playing on the new DA patch. Trading is significantly more difficult on high difficulties.

2) Your diplomacy isn't high enough. Research diplo techs. And definitely get Diplomatic Translators.

3) I've noticed that civs are less likely to give treaties earlier in the game. Maybe that's just my subjective experience and not the real case, but it might be. For instance, I can offer a minor civ everything I have and not get a single treaty in the early game. But mid to late game they'll give their treaties much more readily.

4) Your military isn't strong enough. IMO, when you're strong the other civs will trade with you for much better value.
