ie7 tabs gone in WB 5.1

When i load ie7 with tabbed browsing activated under window linds 5.1 the tabs are gone... i can exclude it from WB and the tabs work fine but would rather it was skins. I upgraded my 5.01 WB to 5.10 hoping it would fix this but it did not...

Do you have all the skinning options under Basic Settings turned on (tabs, buttons etc)?

Standard windows buttons and taskbar buttons are both on and toolbar buttons are off on standard parts.

You must turn on toolbar button skinning.

IE7 reacts badly to being told a skin does not support toolbars.
