An imaging program that can save in .png format is essential, and make sure the program can work with layers, it will make the creation of the logo that much easier. Photoshop's one, I use Paint Shop Pro (less expensive), and I'm sure there are others available out there you can probably get as freeware or shareware.

There's also the lazy way. Since I have no talent for creation really, I just do image searches on the net. If I find something I like, I just resize and convert to .png with just a basic photo program that came with my printer.   Even if there Trademarked or something, I've never seen anyone sued for using a pic as a game logo.
Hell, the Pepsi logo could be your empire logo.
