Windows now cover taskbar

I want it back to normal

Hello, Ummm I applied a theme I downloaded from the site. I enjoyed the theme but I needed to be able to see my tray of icons. So, I unloaded the theme and uninstalled DesktopX and restarted my computer well when I had my regular Windows theme back every time I make a window max it covers everthing ( this was in the theme ) but I want it gone how do I make it so it doesnt cover the taskbar? I already disable the theme and its still doing this.

Right click taskbar > Properties > enable "Keep the taskbar on top of other windows" > OK.

You're not serious about that format comment? That's like a last resort for some major problems.
