What's the point of the income-sharing UP proposal?

Occasionally, the UP comes up with a proposal suggesting that the economic leader share X% of their income with all others for the next Y years. Every AI player always votes 'no'. Why even propose it, then?

If you're the Influence leader but not the Economic leader, you can vote yourself a nice stipend from that event. I've had civs vote "yes" under other circumstances, though. Perhaps it has something to do with civilization popularity.

I just had this happen last night, it actually passed!! I voted yes, because it was early in the game, and I was still expanding and running a defecit. The influence leader at that point had very little margin, so it took 5 of the 9 AI's voting with me to pass it

I'm curious about whether there is variation in how the AIs respond to other votes for the event. Do some of them always object to the proposal or does every AI use the same formula to update their diplo status with other AIs and the player?

The AI relises that if it doesnt vote for those in power it might trigger tensions. I have seen wars happen usually the people your friendly with will vote what you vote while your enemies will vote against you. Ofcourse there is also ethics i mean an evil race will never vote yes on the proposals that limit their trade or power.

But what if one of teh good guyes have teh highest income. Will the evils vote to get income. Sofae if it is an evil that has the high income, everyone votes yes, but if it is a good guy, everyone votes no. Even the evils. WTF?

If I am doing extremely well, I might even vote 'yes' against myself, just to give them a little more of an advantage.

But I have noticed the Torians usually vote yes, as do the Korx.

I've also ponied up some spare cash by voting yes on this when my economy was roaring and I dominated the UP--I got the subjective impression that it helped keep my popularity from sliding for a while.

But everyone votes at the same time so no one sees how the others voted until after the vote. I like the idea of being able to bribe or pressure other factions into voting with you like in Alpha Centauri.

What is the point of the UP at all?

It let's you know the end of the year is comming.   

I've had some annoying votes go against me like having to pay to be at war and the limitation on starbase modules. Actually, the only thing that really bothers me is the SB module limitation. If I am pursuing a strategy that's dependent on array's of econ SB's than this vote is sufficient for me to leave the UP, otherwise not much else has proved to be a big deal.

The limiting of trade routes for evil players is also a big one - I got hit by it - had 12 routes anf the damn UP voted to limit us to 1 - lost 1000BC a turn.

Also the one that forces all wars to stop is pretty hairy.
