neutrality learning centers

I just got them for the first time (picked evil or good before) and now I am puzzled. I dont seem to be able to build them, what very obvious thing is my poor blonde brain missing?

have you researched the neutrality learning centers tech (after invention matrix i think) as well as choosing neutral? otherwise i have no idea...

They come after Research Acadamy as a separate branch off from that point.

Once you choose Neutral alignment you would research NLC.
Once you get that tech you would build them from the list of buildings, preferably on a research bonus tile. They are about 2/3 down the list, and stand out because they are a red building.

And, if you have not updated the game they will not be there. They were not enabled until version 1.1.

I thought hair was blonde and brains were rather pinkish and gray.
Live and learn, I guess. You know your brain better than I do.

(Oh, by the way... Version 1.3 is due out later today, so don't update quite yet. No sense in doing it twice)

A little tip:
Don't try to load a saved game from the earlier version once you have updated. It will probably crash the game.
New version = new game, so finish it up if you want to finish it at all.
