Help! I cannot ask for alliances.

Even though I am told that alliances suck, I would like to attempt an alliance victory.

Even when I have the "Alliances" technology researched, my Treaties section of a trade screen has no Alliance option, only Make Peace and Attack. This is true even of my most friendly alien neighbors.

What do I need to do to get the Alliance option as a treaty I can offer?
Am I being dumb? Are alliances made in some other way? Do I need more technology or better relationships than "friendly" to make an alliance? Help!

You need to have a "close' Relationship, even though in past builds you could get alliance on friendly , but that was not intended

It has been pretty tough to get an alliance I thought in this most recent build. The AI all ally with themselves easy enough though.

Ahha. Close is better than friendly I suppose. If I offer these other races free gifts and things, will that improve our relationship, or do I need to do more than that?

That helps and trade with them. Also if your ethical alignment is different it will be more difficult. I also try to help them with gift ships during their wars with others . I've had civs surrender to me while fighting others quite a bit more often by trying to help when they ask even if it is lost cause, so I just give crappy outdated defenders. AI still seems to like the effort

I acomplished a Diplomatic Victory on Normal settings my first time out of the box (just wish I had it on Metaverse for some medals) and I still havn't seen this "close" that everyone is refering to. I made all my Alliances with other Races when they were in "Friendly" status (atleast thats what it said on the Diplomacy screen), and I'm using the current 1.2 patch. Is there another location that shows current relations? Or did I just get lucky?

Using 1.2 "friendly" is enough to form an alliance. With 1.3 your need to be "close" again.
