Precursor Artifact

So there I am with only Two Civ's left to Conquer, (Terrans and the Korx) with the Korx mostlty dominated, two planets left with their military completely destoryed, when the terrans discover a precursor artifact that raises all planet Qualities to +14 with in a 2 sector raduis of sol! so now i'm stuck with a dilema do i now focus destorying the terrans for fear of their inevible power or try and beat them to the planets and suffer a loss in military production?

That thing is ridiculously unbalancing. I had to rush to build about 20 fast colony ships so that I could colonize all the planets before the AI. Then I'm stuck with 20 new planets that take 40 weeks to build Industrial sector because I figured the "building from nothing" stage was over, so I ran out the industrial tech tree. Great.

How is it unbalancing? If the new planets don't give you any advantage, don't colonise them.

Had the "double base quality" happen to me 2 games ago. Ended up with a class 64 or something planet. Happened to the Arceans this time. Luckily, I was in war with them, so I could take over the class 48 beauty with ease.
Been a long time since the area boost happened.
And in no way is it a gamebreaker. Sure, it can help alot in certain circumstances(having a class 64 planet pumping out ships), but nothing dramatic.

When I'm at peace, I let other races take them and get them started, once the economy has been stabilised, I either buy them or conquer them, either way, I get them.

In times of war I will admit it is a bit of a scramble to switch contruction from Warships to Colony Ships. Once I was engaged in a very costly war, a ship had a life expectancy of 5 or 6 weeks once out of port. The planets could have given me a huge advantage so I raced to colonise them. Unfortunately with the lack of new ships flowing from my planets the Drengin quickly conquered most of my planets, including Earth, and the new ones couldn't produce quick enough.
