Other races ships roaming through my terrirory.

Hello,

I have a question. In all my games I can see other races ships roaming through my territory and I do not have any option to stop them. Would it be possible to bring in something as a "border"? In most space strategies, ships can not enter the realm of other civilizations without at least making them angry.

I just usually wave at them as they fly on by
