Tech Change for Starting Races (and many other questions)

The Problem:
Somehow I was able to change the techs. that the orginal non-custom races start out with.

How I think this happened:
I first changed the name of one of the races to X' (x prime, name is x but for reference sake i added the prime). I then created a custom race and also called them X and gave him custom techs. X' then had the same starting techs as X but not the abilities or other customizations. I also tried to repeat this process to no avail. Sounds like a call to a position in the Race structure and do to ordering it first found X' and now X is infront somehow.

Side note:
The races all seem to have "passive" bonuses such as + logisitics 7% or miniturzation.
1) Will we be able to change this?
2) Will we be able to buy miniturzation with Race Ability points?
3) Is there a way to create a cd based setup if you have an online purchase? Or someone to put it into regerstry I have coppied the folder over to my laptop but it woundnt start.

I'd like to see logistics and miniaturization made available as racial picks as well.

Right. questions first.
1) raceconfig.xml allows you to tweak EVERY bonus, even under-the-table ones like government etc, of which I don't touch, not needing it.
2) I believe there is a mod allowing this to happen. If I remember rightly, it was on Darth Griffin's mod site, and allowed you to purchase them. It was also the source of the ZOMG!!!! YOR ARE ULTRA!!!! NERFNERFNERF! (despite them having a built in diplomacy weakness that is unchangeable, and 9 customisation points instead of the usual 10)
3) My god I hate CD startup discs. The b***ards never work! I tried to get things like ubuntu, and windows just says "System error, Linux detected, LOL FAG" or somesuch. I believe it hates it. Anyway, you need to copy the installer, which may only come with the CD version.

When you say custom techs, you mean modded techs, or techs you've added? There are limited addable tech's, there is a slight chance the techs are the same anyway. However, if this isn't the case, delete the custom races, and defaults will be restored. If you don't wish to do this, you could always cause a crash by alt-tabbing and forcing galciv2 to close to generate a debug.err, but I wouldn't advise this. Just go into your "my games" folder, and in the galciv section delete all the custom race files

The Techs i am refereing to are your starting techs.
And yes i know about the xml... but the xml doesnt take your skill points (the 10 you start with) so you can just create a super race that can get a technology victory in 1 turn.
