Why no Starport option on planet?

I have a planet with open green tiles. I have no Starport. And when I click on a green
tile, there is no option to build a Starport.

I have it on other planets.

For this planet on the top right it says "Orbital Construction" and then "Under Construction." No timeline for construction.

And it is not in the build queue. The only thing going on is upgrading a factory.

something similar happened to me once. It's just another bug that they're going to have to fix... sigh.
