Some diplomacy questions (regarding alliances)

I'm fairly new at this game and while I think I've figured most of it out, I still have some questions about a couple of diplomatic matters.

The first is alliances: I sound like a noob, but I still can't figure out how they work. How do I make them? Is there a button or a trade option I'm missing? I researched the tech but I can't do anything more than agree to peace treaties.

The AI also confused me in this area. They would hint at certain things that sounded a lot like alliances but really weren't, such as when the Torians told me they were entering a war alongside my empire ("our destinies are aligned", or something). Turns out it wasn't an alliance, they were just helping me out. Also, earlier that same game, the Torians told me that they were "lending me some of their finest starships in my valient battle etc." (against the drengi). I saw no ships. Is this just flavor text or something?

Another minor question: the manual mentions "destabilization" as an option alongside spying (they're supposed to be in the relations tab of your foreign options section). Apparently it's supposed to be a way to lower your opponents approval rating, but I can't find this option anywhere. Hmm.

So yeah, minor noob questions. Nothing game ruining, but I would reallly like to know how to make alliances so I can get a diplomatic victory or something.

Work through the relationship levels until you reach "Close" status, to form an alliance. It helps to be the same alignment, have lots of trade routes, occasional gifts of cash or ships, etc. Once you reach "close" relationship status, you should be able to form an alliance.

I think destabilization was an intended feature, but it didn't make the final build. So the manual is outdated.

Destabilization is a feature that never made it into the game. I've noticed that sometimes when they say they're giving you starships they may not give you anything or they may give you a starbase in which case you'll need to look to find it. Up your relationship modifiers then gave them lots of stuff to get them to close status. Once that happens in the same general area of the attack so and so will be an option to form an alliance.

Question along the same lines - after running through a few games (huge/abundant/9opponants) now i seem to notice that the AI doesnt form alliances until you do, is this the case, or am i just running into odd games?

I've never really seen an AI form an alliance. I'm guessing they just don't get close enough relationships to form them, since it does take a bit of work to get there.

Destabilization is one of the things that was in the game but was taken out. (Like over time tributes)

I've run into AI who make alliances all the time (rather painful when they make military people have alliances with tech people...bleh).

You can see the AI alliance levels on one of the diplomacy tabs. They do indeed soemtimes have Close relationships, but I have also seen few AI alliances. I have also never been proposed an Alliance so I imagine that the conditions for willingness to accept one is much less difficult to reach than the willingness to propose one.

Also, about the first post. Check to see if you have any new Starbases. The "fienst starships" is not flavor text, they really are giving you something, but it is as likely as not that they are giving you a few of their starbases instead of actual ships that they can use. If they are not resource mining bases or positioned such that they can help you, then you may as well sell them back for cash that will actually help in your war. Plus, get you brownie points with that Civ.

You should also remember that both parties need to have "alliances" technology in order to form an alliance, so if you are close to someone, you may want to go that extra step and give "The gift of alliance "

I think the player must always initiate the Alliance because it is one of the prequisite to winning the an Alliance victory - and that is all the Alliance option does. They never really help you out except declare war on the same race(s), and even that doesn't need to be in an Alliance.

It might help with trading a bit, but still you can't really request any help or any other useful Alliance type things. In fact, the AI doesn't lose out, or gain anything from going into an Alliance.

I've seen the AI players make, break, and honour alliances. It's not very common (especially with my constant undermining of them ) but I see AI-AI alliances quite often in long enough games.

Sometimes they're not smart about honouring them, though. A weak Torian race was allied with the Altarians, who I attacked. The Torians declared war on me at that point. I wasn't concerned with them at the moment though so went to see what they'd want for peace. They gave me EVERY planet they had (about 3) for peace, and we hadn't even exchanged fire yet after they declared war on me.
