Why doesn't the AI research Xeno-Ethics

I have yet to see a game where I wasn't the first and only to research this line of the tech tree. SInce it gives obvious advantages, why doesn't the AI give any weight to it (especially those that are strongly aligned)?

Perhaps becuase the AI already has built in morale leanings. The Drenjin are always evil (unless a random event comes along), so tehy don't focus on it. But, I did have one (just one) game where one of the AI did research it, becuase when I was trading with them, they had sub-space rebounders (which I promptly got my hands on, and maimed the galaxy).
