Minimization tech issue

When I design a new ship, i noticed ship minimization tech is not in effect, when i first enter the screen, it seems work, let's say after apply the tech bonus, a gun original size 11 became 5, however, once i click on other tabs and click back or do some other things, the bonus is gone, the component cost 11 once again.
Anybody had this issue too?

From my understanding, minimization tech doesn't actually affect component size, it just makes your ships have more space. However, different ship sizes do have an affect on component size (i.e. they take up more space on a huge ship than a small one). You might look at this again, and make sure the size change you're seeing isn't because you changed the hull size.
