Interest rate?

After a dozen or so games, I had a random event popup that altered the "interest rate" for my civ. I haven't been able to find out anything about this bonus/penalty. Anyone have any ideas?

AFAIK it simply means your Economy bonus.

That was my first guess but when I went to the civilization manager there was new entry for "Interest Rate" seperate from Economy.
