conquered planets have 0 production

I am playing a game of 'accelerated start' on normal difficulty. I've noticed that every planet I've conquered lacks any manufacturing buildings. How the heck is the AI building anything? If they are buying all their buildings and ships how come I can't get away with that? Is the AI cheating or do they have really big treasuries? Maybe I just haven't found their production center planets yet. It is annoying conquering a world that I can't do anything with (I have a small treasury ).

Generally the AI is slow to capitalize on newly conquered planets. I think there is a priority issue there. Essentially though, there is always some production going on in those planets and factories just help it along.

The AI destroys buildings when it sees that you will conquer a planet (scorched earth tactic). Don't know if it actually does it on the normal difficulty level, but definitely on the higher ones.

Also, depending on your invasion tactics, buildings are destroyed during combat.
