Won my first VICTORY!

Hey everyone
Just thought I'd get on here and gloat alittle LOL
Won my first cultural victory. Yes it is true that I was playing at beginner level, but since I am a beginner I felt as though I did pretty good overall. Of course I was learning more and more about the game as I played through. I do have a question if anyone cares to answer my pompous butt hehe. I was wondering what the skull and cross bones represented when you see one on a planet. (one of the planet icons)
I wish my CE game box would get here. The tech tree is a pain in game. It would be much easier to if I had a hard copy. Ohh btw, since I am thinking of it, does anyone know of an easier way of figuring out what it is needed to create a certain ship? I mean I know that it tells you what you need for a destroyer for example, only it tells you the items in total including the abilities you may already have. I am hoping that I am missing something and there is an easier way of figuring out what abilities you need to create any given vessel.
Anyway, if anyone could shine some light on some of this, it sure would be helpful.

Hey that's great! Now crank it up to normal level and give it a go!

The skull and crossbones means the planet is in a state of civil unrest. When you see a planet like that it has a chance of defecting to the player with the highest influence in the area, or if you ARE the player with the highest influence, the planet may rebel to form an independent world.

If it's your planet you'd better immediately reduce taxes, then build some moral-generating facilities and some influence generating facilities (if necessary) to regain full control.

Pretty sure that's the deal. Someone will surely correct me if I'm wrong.
