OB+ z-bottom mouse-activated: invoked apps drop to z-bottom on mouse-away from OB+

I have multiple docks set to be always-on-bottom and mouse activation. THey work beautifully, except that I often find that clicking a shortcut on a dock brings up the window, but as soon as I move the mouse away from the dock then both the dock and the app drop to the desktop (underneath all windows).
