If GalCiv3 meant to be "realistic" the way you've mentioned, then planet's population (and many other mechanics) would be more meaningful and complex than they currently are. But if it's really meant to work like that, maybe it should be mentioned for example in the game's manual. Cheers.

Pretty sure that's a bug and not a game feature: Whenever you initiate a ship upgrade on your planet (possibly at a starbase as well) and it gets attacked, your upgrading ship will auto-loose without firing or taking a shot (in battle view). Cheers.

Was about to create a thread to report the same bug. Yeah doesn't work for me either in v1.0.
