Some of the old Stardock Design skins from previous versions of Windowblinds are cool, but they don't look right on Windows 11. Most notably, the Aura theme has weird gaps. I wish Stardock would go back and make fixed versions of their old skins! There are also some inconsistencies between light and dark in the notification area. With a number of Windowblinds themes in Windows 11, Explorer has a weird gap at the top of the navigation and content areas, or between the menu bar / toolbar and the content areas. I can see through it to the window underneath. Weirdly, I can't seem to capture the peek-through in a screenshot, perhaps due to some leak-prevention code in Windows. The safest thing to do would be for somebody who knows skinning in and out to just post an article explaining how to do it in SkinStudio. For example what options/sliders/etc are most relevant? I haven't tried it in ages, but even the last time I did, I didn't know how to do anything with it.

I'd say it's probably just the window movement, yes. Interestingly, moving an Explorer window shows the lack of smoothness, but a Chrome window seems unaffected (probably due to not being skinned very much). I can even move the Chrome window with the testufo.com test running, and the test stays smooth. EDIT: Another observation, while testing the movement, I discovered that Windowblinds doesn't respect the disabling of Aero Shake via the registry
One thing I immediately noticed upon enabling Windowblinds 10: it drastically reduces the smoothness of the desktop rendering. I have a 144Hz LCD (kept at 120Hz most of the time), and moving windows around is super smooth. If I enable Windowblinds 10, the movement of windows becomes quite rough, as if the framerate is low and perhaps actually uneven. At best, it feels only as smooth as the default theme at 60Hz.
