That looks like Halcyon by Xiandi. There is also a matching Winstep skin. Halcyon Windowblind Halcyon Winstep

Winaero Tweaker can change the right click menu and many other things. It is also easy to undo the changes. I have been using it for several months without any problems. It is Freeware. When you launch Winaero Tweaker, the tweak is listed under Windows 11/Classic Full Context Menus. Just check the box and click on Restart Explorer.
