I found the solution myself :) https://www.stardock.com/support/registrations/ I entered both email addresses and after verifying both email links I received Tropico 3 is now in my list of games! Woohoo!

I bought Tropico 3 today by clicking the link from the promotional email, something I never do but it was a good deal. So I paid with paypal and thought nothing of it. A few hours later I opened Impulse and it isn't there.
