Okey, so the issue is as following: He has been reinstalling his windows multiple times. He then had to reinstall steam along with WB11. He has been using the same account the entire time. But now, he is at his 5th reinstall of WB11, hence his theory is that, he is out of licenses. Above he was told that steam would ask about old licenses, however it does not happen to him. Hello guys, you should have received a steam key. You can activate the game by clicking at "add a game" in steam at bottom left. There go to "activate a product on steam", and then enter your key. Hope this helps!
