OK. Can the stardock software help/enable me to make my own themes?

Hi, I am completely new to using 3rd party themes for Windows. I have Windows 10, and I have done lots of Googling, but I still can't seem to find the information I need. I want to create custom themes from scratch, like the people on Deviant Art do, for myself and for others to download. First may I check that the little knowledge I do have is correct? Am I right in saying that there are 2 types of software for patching? One replaces 2 (3?) .dlls in order to use 3rd party themes, and
