I just started the 30 day free trial of start11 for this exact functionality. Hopefully there's a workaround soon. I will probably downgrade back to 10 if i can't find something to get my taskbar on a secondary monitor without having to set that monitor to primary. I don't mind the new look and other changes but this messes up my entire setup.
