It's not a START11v2 or AVG issue, I've done a fresh Windows 11 Pro 25H2 install and still receive the same message prompt with just windows along trying to open links from a saved folder.

Hi DrJBHL, Stardock Start 11 v2 , using favourites folder located in another drive for documents and its AVG internet security .

Once again I get a ' File Download- Security Warning ' Message when attempting to open a Link in my favourites folder from my start menu which is in windows 7 appearance. it completely reduces my productivity by the waste of time. am using Windows 11 Pro 64 bit and also sticking the to 23H2 version as 24H2 causes my DeskScapes 11 to stop working. I don't want my desktop icons in a fence it ruins its looks, also Stardock Start11 keeps promoting me with a File Download - Security Warning whenever I use Favourites in a Windows 7 classic start menu, having Favourites on the start menu was the only reason I bought it and it greatly effects my productivity as well as being completely annoying.
