I am presently administering this computer remotely via a LogMeIn connection that could potentially be adversely affected by the clean boot process and leave me without a remote connection. I can't chance that possibility. I'll execute the clean boot steps at the next onsite visit in 1- to 2-weeks and post an update to this thread at that time. Sorry for the delay. Thanks!

Following a new installation of Fences v.3.0.9.11 on a Windows 7 Ultimate SP1 32-bit OS platform with 4.0 GB RAM that had no previous Fences installation, I cannot access the "Configure Fences" window by either the "Customize Fences" icon or the Desktop right-click context menu.
