Will my license allow me to install Fences 3 on a different W10 box? Will v3 work on W7? If not, will v2 any license issues about doing so?

Can I turn off "automatic" population of a fence? And can I then create one and populate it myself? I wish to use a Fence as a launcher, adding selected application shortcuts to that Fence. I may wish to make several different ones in the similar way. At present I am still using Gadgets in W10 but MS clearly doesn't like them and one by one, after each "update" my helpful tools are being turned off.
