This is not a stardock or start11 problem. Go into System Settings (Win + i). Click Personalization. Click Colors. Deselect "Show accent color on title bars and windows borders."

I did these steps. When I uninstalled, I chose the option to remove all settings too. I rebooted, then reinstalled and activated, then rebooted, then tested. Problem sadly persists.

I noticed that when this is happening, if I put my cursor over an app on the primary monitor, the wigging out stops.

The gray is a solid color background. I tried using a jpg instead. Problem persists.
