Are there any updates to this issue? I have been having the same issue for a few months after a Windows update and would like to use Fences again. I am running Windows Enterprise Version 1803 OS Build 17134.228. I followed all of the above recommendations with no luck. It looks like it crashes the display driver when it attempts to start.
